Policy Paper 184 | Danger in the North iv Thus, the situation on Israel’s northern border is far from stable . Escalation of a local incident, or a deliberate decision by Hezbollah or its Iranian sponsors, may instigate a wide - ranging conflict . Against this backdrop, this study describes the international legal challenges that Israel is liable to face in several different scenarios of a future clash in the north, and proposes various courses of action to prepare for these challenges in advance . A possible clash with Hezbollah in the north is not the same as a clash with Hamas or the other Palestinian terrorist organizations in Gaza, mainly due to the inherent involvement of foreign countries : Hamas operates in the Gaza Strip, where the question of sovereignty is unclear and is even controversial .
