From the Editors iv The collection of articles and conversations opens with “A Hole in the Bridge,” by Orly Levinson - Sela, former vice - director of the Ombudsman’s Office in the State Comptroller’s Office . The conceptualization of government corruption and the implications of the existence of government corruption for the provision of services to citizens and residents, including the denial of equal opportunity, are well illustrated by Levinson - Sela, who infuses her article with some of her vast experience in the Ombudsman’s Office .
